In One Piece Anime, there are various forces that are said to be balancing the world including the World Government / Navy, Yonkou (Emperor of the Ocean) and Shicibukai (Warlord).
However, there is one more force called the Revolution Army which openly opposes the World Government.
It is not yet clear what the purpose of the Revolution Army is, but so far the Revolution Army is trying to free the slaves and also free the country one by one.

In Vivre Card Databook 5, there is a Revolution Army member named Koala who holds the position of "Officer". Koala is a human who has mastered fishman karate.
Koala's goal of fighting with the Revolution Army is so that Fishmen and Mermaids can be considered as humans by the World Government. The reason is because in his childhood Koala was rescued and sent home by a Fish Man Pirate Captain named Fisher Tiger.
However, Koala's villagers reported Fisher Tiger to the Navy which caused Fisher Tiger to die in battle.

It is also possible that Koala still holds a grudge against Tenryuubito for being a slave. When he was a slave, Koala was treated like trash. This can be seen how when on board the Fisher Tiger, a frightened Koala tore his pants and cleaned the ship's floor while saying "I'm sorry, I'm going to work, I'm going to work without rest, so please don't hit me again".
