In One Piece Anime, there is a fugitive system for criminals or pirates who are considered a danger to the world government and civil society.
Some are worth low fugitive prices and some are high. Perhaps OPlovers are curious, what is the basis for the navy and the world government to set a person's fugitive price value high or low.
Here are the factors that affect a person's fugitive value in One Piece
1. Strength Factors

Strength is still the first factor to set the value of a pirate or criminal's wanted price. For example, the wanted price of Yonkou or Luffy and Zoro.
They are given a wanted price because they are famous for their strength. Usually the value of the fugitive price due to the power factor is high, such as Katakuri who was given a fugitive price of 1 billion 57 million berries. There are many other examples but mimin can't mention them one by one.
2. Threat Factor

What I mean here is whether someone is a serious threat to the world government or navy. An example is Nico Robin.
Robin can read ancient writings where the World Government prohibits studying/knowing ancient writings.
Although he does not have such great strength like Luffy or Zoro, Robin is given a high fugitive price value because he is a serious threat to the government.
3. Crime Factors

An example of the evil factor is Captain Kid (Eustass kid). Kid does have powers but the factor that most affects his wanted price is his crime of killing civilians.
Kid was given 315 million berries, 15 million more than Luffy when in the Sabaody Arc. Compared to Luffy who defeated Crocodile and ravaged the Enies Lobby, Kid is arguably nothing. But because he likes to kill civilians, the Navy gave him a high fugitive rate.
4. Misunderstanding Factor

Actually this factor is mimin's opinion. Based on mimin's experience, examples of people who are given a fugitive price value due to misunderstanding factors are Chopper and Bepo.
Chopper and Bepo who are actually strong are given a low fugitive price value because they are only considered pets.
There was also the Navy's misunderstanding where they thought Usopp attacked Tenryuubito when in the Sabaody Arc when Usopp accidentally fell on him.
Another example is Buggy. Although the last time his fugitive price was recorded was 15 million berries, it is likely that after the Marine Ford Arc his fugitive price increased.
The navy's misconception that Buggy was strong because he was friends with Shanks (Yonkou) and the former crew of the pirate king roger made the navy invite him to become a Shicibukai.
Usually, a pirate is invited to become a Shicibukai because he is considered strong and able to help the navy eradicate other pirates.
