Luffy, Ace and Sabo are three brothers who aspire to be great pirates in the One Piece anime. Their aspirations were abused by Luffy's grandfather, Monkey D Garp.
As a naval officer, Garp tried to make Ace, Luffy and Sabo into a great navy.

From the picture, we can see that Garp is still as fierce as before when training Luffy.
What's interesting is that Luffy doesn't have any wounds under his eyes as well as on his chest which means Luffy didn't meet Shanks if he became a navy man.
In addition, Luffy, Ace and Sabo still use iron pipes as their main weapon. When they were young, the three of them used iron pipes as weapons to fight adults.
As seen in the picture as well, the three of them no longer use typical hats but naval hats.
