In the One Piece universe, there is a kind of power called Haki. Haki is divided into 3 types, namely Kenbunshoku Haki (observation Haki), Busoshoku Haki (defense/weapon Haki) and Haoshoku Haki (king/conqueror/intimidation Haki).
Of these three types of haki, Haoshoku Haki is the strongest haki that can only be owned by 1 in 1 million people. It can be said that users of this Haki are rare and also this type of Haki depends on the spirit of the user so it cannot be trained to get it but can be trained to control it.
So far there have been several characters who have shown the power of their king's Haki and some have not but are known to have it.
Here mimin tries to sort the characters / figures who have the strongest Haki Raja...
1. Boa Hancock

Boa Hancock has never shown the power of his King's Haki, that's why we put him at the top of the list. As a pirate queen, Hancock's strength is unquestionable but considering he has never shown his king's Haki then mimin considers King Hancock's Haki not too strong.
2. Don Chinjao

In the Luffy vs Don Chinjao battle in the Dressrosa Arc, we were shown one of the epic scenes where Luffy and Chinjao pitted their fists against each other coupled with King's Haki. That way it can be said that Don Chinjao has Haki Raja which is strong enough to balance Luffy's Haki Raja. Even so, I don't think Chinjao's King's Haki is too strong.
3. Portgas D Ace

During Ace's childhood flashback, Ace subconsciously unleashed the King's Haki. In that event, several enemies fainted and Ace and Dadan survived the flames. Mimin thinks Ace's Haki Raja power can be considered strong considering that he is still in his teens but has been able to subvert several enemies.
4. Monkey D Luffy

Luffy's King's Haki can be said to be very strong. While at Marine Ford, Luffy subconsciously unleashed King's Haki which subverted many people from the navy and pirates of Shirohige. On the island of Human Fish, Luffy defeated around 50,000 Hody soldiers. Seeing this, it can be said that Luffy's King Haki is very strong.
5. Doflamingo

In the Luffy vs Doflamingo battle, we are treated to an epic battle ranging from the power of the devil fruit to the power of the King's Haki. There is one moment where Luffy and Doflamingo pit the King's Haki. At that moment it was shown how Doflamingo's King's Haki changed color indicating that his King's Haki was stronger than Luffy's. Mimin feels a little stronger than Luffy's.
6. Shirohige (Edward Newgate)

Until now, Shirohige has not shown the power of her King's Haki but considering she is a former Yonkou, it is certain that her King's Haki is at the top level. In addition, Shirohige has also fought with Pirate King Roger and ended up balanced which indicates Shirohige's strength is very large.
7. Silver Rayleigh

Why Rayleigh is ranked number 7, because Rayleigh has already shown her strength so there is an indicator for mimin (maybe King Shirohige's Haki is stronger than Rayleigh). When in the Sabaody Arc, with an old age, Rayleigh was still able to overthrow people in the auction building. If old alone is very strong what if Rayleigh is in his prime. Of course Rayleigh is very strong in his King Haki.
8. Big Mom

Apart from Shanks, Big Mom is known to have King Haki which is capable of destroying objects (in this case Big Mom destroyed the rocket launched by Bege). You could say that Big Mom's King Haki level is at the top level. With such a strong King Haki, we think Big Mom deserves to be called a strong King Haki owner.

During his meeting with Shirohige, it was shown how Shirohige's ship cracked and some of his men fainted which indicated that Shanks had strong King's Haki. Until now, I think all OPlovers agree that Shanks is the strongest King Haki user in the One Piece universe.
