Jack ate a Zoan-type devil fruit called Zou Zou No Mi (Zou = Elephant) modeled after an ancient elephant (Mammoth). As a demon fruit user, of course Jack will be weak if exposed to sea water or drowned in the ocean.

However, at the end of the Zou Arc, it was shown that Jack did not die even though he was drowned in the ocean. Why did this happen? Let's discuss...
At the end of Zou's story, Jack tried to knock down Zunisha's elephant. At that time Zunisha's elephant asked Momonosuke and Luffy for permission to allow her to fight just one more time. And Momonosuke told Zunisha's elephant to attack Jack.
Zunisha also attacked Jack and sank his entire ship. The Mink tribe and Luffy's group thought that Jack was dead in the ocean but that was not the case. 
Jack is shown lying on a sinking ship while saying "Quickly bring me to the surface".
Why didn't Jack die? Possibly because Jack is a descendant of the fighting fish nation or the fish man race.

When in the Dressrosa Arc, we learn that Dellinger is a descendant of the fighting fish nation. Dellinger has sharp teeth, horns and shark-like fins on his back.
Jack also has the same characteristics except for the fin on his back which is not shown (can be there, can be not). When referring to Dellinger, it is certain that Jack is a descendant of the fighting fish nation. 
Even if Jack drowns in the ocean, he will not die because he can breathe in the water. It's just that Jack can't swim to the surface like a fish because of the risk of the devil fruit that makes the user unable to swim.
