The navy as an enforcer of justice in the One Piece anime, has many great and extraordinarily strong people.
Although as an enforcer of justice, in fact many things or sins of the navy are covered up by the navy itself or the World Government.
Some characters in the navy themselves question what kind of justice the navy holds.
Here are 4 naval figures/characters who have the potential to rebel or defect...
1. Smoker
Since the Arabasta Arc, Smoker has been questioning the navy's justice policy. Especially the fact that the Straw Hat pirates defeated Crocodile but the navy claimed that they were the ones who defeated Crocodile.
Smoker felt that there was a wrong system in the navy but because of his low rank, Smoker could not do anything. It is likely that Smoker will rebel against the navy.
2. Coby & Helmeppo
Coby and Helmeppo had the possibility to rebel against the navy.
During the Marine Ford war, Coby and Helmeppo witnessed how Akainu killed a navy soldier because the soldier ran away from the battlefield.
Coby and Helmeppo still stayed in the navy probably to repay Luffy's grandfather for saving them.
3. Monkey D Garp
Garp may have been very loyal to the navy but witnessing Ace's death left him very hurt.
Evidenced by Garp's resignation from the position of Vice Admiral and only training young naval personnel.
Even though Garp was always promoted but always refused. And Garp also really hates Akainu because Akainu killed Ace.
4. Fujitora
Fujitora has a fairness that can be said to be very fair. Fujitora is the replacement admiral for the position left by Aokiji and Akainu.
In the Dressrosa Arc, it is known that Fujitora really hates the Ouka Shicibukai system and Fujitora wants to eliminate the system.
It is not impossible that if the Navy continues to implement the Shicibukai system, Fujitora will defect / rebel because she does not agree with the system.
