With that much bounty value, Caribou should have great strength. However, Caribou is actually very weak.
This can be seen when Luffy can defeat him with one hit and also when fighting with Pekom, he was defeated with one hit too.

Pekom is a subordinate of Big Mom and is a Mink. Pekom has a bounty value of 330 million berries.
Pekom is a Zoan-type devil fruit eater that allows him to turn into a turtle (the name of the fruit is not mentioned).
At first Pekom looked very strong when in the Fishman Island Arc, he defeated Caribou with one punch. But as the storyline progresses to the Zou Arc to the Whole Cake Island Arc, Pekom looks weaker.
Being shot at in Arc Zou by Capone Bege and then kidnapped again by Bege on the Sunny Go ship, did not match Pekom's large bounty.
