Actually, the debate whether Enel was introduced too soon by Oda Sensei has been a long debate between One Piece fans. So here Mimin will try to explain Mimin's opinion on this matter.
As a devil fruit user, of course the characters in the One Piece anime have strength above the average of other characters.
As a Devil fruit user, characters in the One Piece world have taboos, namely sea water (hated by the ocean) or sea stones. In addition, between Devil Fruit and each other there are counters (natural enemies) to other Devil Fruit.

Enel, who ate the Goro Goro No Mi fruit (Logia type lightning) which is said to be the most powerful devil fruit in the One Piece world, also has a natural enemy.
Enel's Logia-type Devil Fruit allows him to move as fast as lightning and can emit lightning up to 200 million volts. Even an admiral class may not be able to withstand that much lightning voltage.
In addition, Enel also has a Kenbunshoku type Haki (in the sky island called Mantra) that allows Enel to see from a distance (the mantra is strengthened by lightning waves).

So did Oda Sensei introduce Enel too soon in the One Piece series? According to mimin, no.
Oda Sensei introduced Enel early due to the strength of the main protagonist, Luffy, is the Gomu Gomu No Mi Fruit, which is the natural enemy of Enel lightning.
At that time in the Skypiea arc (Sky Island) Haki had not yet been introduced. So in my opinion, it is very appropriate if Enel is introduced early because if it is introduced when Haki is known, then Enel will be very easy for Luffy to defeat.
Enel couldn't attack Luffy with his power while Luffy who had mastered Haki could easily attack Enel's logical body with Haki.
Although we don't know the exact reason, we suspect that the reason Oda Sensei introduced Enel earlier is so that Enel doesn't look like an easily defeated enemy. It would be illogical if the powerful lightning logia-type fruit was so easy to defeat.
